Why Can't I Travel Tibet Without A Tour
Tibet Travel Permit is a pass issued by Tibet Tourism Bureau, and given to certain qualified travel agents in China to operate a granted Tibet Tour for foreign visitors. Without a Tibet Tour Itinerary, the Tibet Travel Permit will not be approved and released to the agent.
▶ Accompanied Tour Guide Is Required: Unlike the big cities in China, Tibet has a vast territory with a sparse population and the public transportation and accommodation conditions are still under development. Moreover, weather changes occur quite often and intense in some highland areas. The language barrier between Tibetan, Chinese, and foreign visitors also causes lots of inconveniences. Even the scenery there is very attractive, the whole environment is Not friendly to independent foreign travelers. To have a better traveling experience, every non-Chinese passport holders (excluding Hong Kong & Macau Citizens) shall be accompanied by a licensed tour guide when visiting Tibet, which is currently a legal requirement of Tibet autonomous region.
▶ Tibet Permit Via Travel Agent Only: Tibet Travel Permit can only be applied through the travel agent in China on behalf of the tourists, and the independent traveling for foreign visitors in Tibet is not allowed.

▪ Step 4: Provide your designated address (your hotel, travel agent, friend's home, etc) in China's other regions to receive your permit after it is issued by Tibet Tourism Bureau (TTB for short).
▪ Step 5: The permit will be delivered to your preferred address or handed to you at the airport/train station before your trip.
